<p>The Housing Incentives Program is part of Lakeshore’s broader Community Improvement Plan for Housing, Main Streets, and Rural Economic Development. It applies across the entire municipality and provides financial incentives for new residential development.</p>



<p>The program is designed to:</p>

<li>Encourage redevelopment and infill in existing neighbourhoods</li>

<h2 class="wp-block-heading"><strong>Financial Incentives Available</strong></h2>



<p>The amount of funding available depends on the type of project and the type of housing being built. Incentives are provided in the form of grants, rebates, or forgivable loans, and can range from approximately $2,500 up to $80,000 per housing unit.</p>



<h5 class="wp-block-heading"><strong>1. Forgivable Loans and Capital Grants</strong></h5>



<p>These incentives are intended to support projects that increase housing density and supply.</p>



<p>Missing Middle Housing includes semi-detached homes, duplexes, triplexes, fourplexes, townhouses, and small apartment buildings.</p>



<ul class="wp-block-list">
<li>Up to <em><strong>$61,000</strong></em> per new ownership unit</li>



<li>Up to <strong><em>$80,000</em> </strong>per new rental unit</li>
</ul>



<p>Additional Residential Units, such as garden suites and laneway homes also commonly known as ADU&#8217;s:</p>



<ul class="wp-block-list">
<li>Up to <strong><em>$26,000</em></strong> for ownership units</li>



<li>Up to <strong><em>$34,000</em></strong> for rental units</li>
</ul>



<p>These loans are forgivable if the project meets the program requirements, which means in many cases the funding does not need to be repaid.</p>



<h5 class="wp-block-heading">2. <strong>Fee Rebates for Higher Density Projects</strong></h5>



<p>Lakeshore is also offering rebates that can cover up to 100 percent of certain municipal costs, including:</p>



<ul class="wp-block-list">
<li>Planning application fees</li>



<li>Building permit fees</li>



<li>The municipal portion of development charges</li>
</ul>



<p>For larger projects, these rebates can represent tens of thousands of dollars in savings before construction even begins.</p>



<h5 class="wp-block-heading">3. <strong>Property Tax Rebates for Rental Housing</strong></h5>



<p>For new purpose-built rental developments, Lakeshore offers a property tax rebate equal to 100 percent of the municipal portion of the tax increase for up to 10 years. This significantly improves long-term cash flow and makes rental projects far more attractive from an investment standpoint.</p>



<h5 class="wp-block-heading"><strong>4. Accessibility and Sustainability Grant</strong></h5>



<p>Projects that include enhanced accessibility features or exceed minimum sustainability standards may qualify for an additional grant of up to $20,000 per project. This encourages the construction of housing that is more inclusive, energy efficient, and future-proof.</p>



<h4 class="wp-block-heading"><strong>Application Timeline</strong></h4>



<p>The program runs through a structured intake process.</p>

<li>Pre-consultation with the municipality is required before applying</li>



<li>Application intake runs from January 19 to March 6, 2026</li>



<li>Applications are reviewed after the intake period closes</li>



<li>Final decisions are expected in late summer 2026</li>
</ul>



<p>Approved projects may require legal agreements registered on title and must meet all program conditions to receive funding.</p>



<h3 class="wp-block-heading"><strong>Why This Program Could Be A Huge Opportunity</strong> For Investors or Homeowners</h3>



<p>The average cost to build a high-quality Additional Residential Unit or ADU in Windsor-Essex is roughly $180,000 to $220,000, depending on size, servicing, and finishes. For simplicity, let’s use $200,000 per unit. Now imagine you own a property in Lakeshore and build two ADUs on your lot. (1 Attached &amp; 1 De-atached)</p>



<ul class="wp-block-list">
<li>Total construction cost:<br>$200,000 × 2 = $400,000</li>

<p>Under Lakeshore’s new program, rental ADUs can qualify for up to $80,000 per unit in forgivable funding.</p>

Two modern ADUs in Lakeshore can realistically rent for $1,600 to $2,400 per unit per month, depending on size and finish.</p>



<p>At $1,800 per unit, that is:</p>

<li>Over $43,000 per year in new rental income</li>
</ul>



<p>So in practical terms, you could:</p>

<p>Before we dive into the guide on building an ADU it&#8217;s important to note that municipal rules differ across Windsor-Essex. The <a href="https://www.citywindsor.ca/residents/planning/land-development/additional-dwelling-units" title="">City of Windsor permits ADUs</a> in many residential zones and is actively updating its ADU framework. Tecumseh and Lakeshore each have their own ARU/ADU guidelines and zoning rules that are similar to Windsor’s but include some local variations (setbacks, lot size minimums, unit types allowed, licensing or registration steps). Always check the specific municipality’s planning pages early in the process.</p>

<h2 class="wp-block-heading"><strong>Step-by-Step Guide for Building an ADU in Windsor-Essex</strong></h2>



<h5 class="wp-block-heading"><strong>1) Feasibility &amp; Initial Research</strong></h5>



<p>Begin by checking whether your property qualifies for an ADU in the Windsor-Essex area. In Windsor the zoning by-law <a href="https://www.citywindsor.ca/documents/city-hall/by-laws-online/City%20of%20Windsor%20Consolidated%20Zoning%20By-law%208600%20%E2%80%93%202025%20OCT%2015.pdf" target="_blank" rel="noopener" title="">(Section 5.99.80 of Zoning By-law 8600)</a> allows an Additional Dwelling Unit (ADU) in a detached accessory structure as long as certain criteria are met. Some examples of criteria surrounding ADU&#8217;s in Windsor include:</p>

<li>Properties are subject to a maximum of two additional dwelling units in addition to the primary residence</li>



<li>ADU&#8217;s must have a minimum setback of 1.2 meters from the rear and side yards of the property</li>



<li>The maximum GFA (Gross Floor Area) of a detached ADU is 100m2 or 1000 Sq Ft. <em>*This GFA requirement changes when the ADU is attached*</em></li>



<li>If your lot is in a flood-plain zone marked by ERCA, basement ADUs are not allowed.</li>
</ul>

<h6 class="wp-block-heading"><strong>How Much do ADU&#8217;s Cost?</strong></h6>



<p>For Windsor expect a broad ballpark of roughly $150,000 to $300,000 for a typical detached ADU, or roughly $300 to $450/Sq Ft. This is a general range only since final cost depends on size, finishes, foundation work, utility upgrades, site access and many more factors that can greatly increase or decrease the overall cost. When choosing the right General Contractor you should compare proposals that separate design, permits, trades, finishes and contingency. Look for a GC who has done similar ADU projects in Windsor Essex, who communicates clearly, and who offers a transparent contract. When signing a written contract, it should have a clear scope, timeline and payment milestones. </p>

This fund aims to accelerate the construction and upgrading of housing by supporting essential infrastructure projects, including drinking water, wastewater, stormwater, and solid-waste systems.</p>

<p>A key stipulation of this federal fund is that municipalities must amend zoning laws to permit fourplexes (residential buildings containing four separate units) as-of-right on all low-density residential lots with municipal services. This means property owners could develop fourplexes without needing special permissions or undergoing public consultations.</p>



<p>In 2024, Windsor faced a setback when its application for the federal Housing Accelerator Fund was denied. The rejection stemmed from the city council&#8217;s decision against implementing the fourplex as-of-right zoning change, citing concerns about potential impacts on existing neighbourhoods. Notably, the council&#8217;s stance on this issue remains unchanged in the current application. <a href="https://www.mayordrewdilkens.ca/" title="">Mayor Drew Dilkens </a>expressed hope that the federal government would consider a more nuanced approach, allowing for site-specific zoning adjustments rather than a blanket policy. He emphasized the community&#8217;s apprehension about widespread fourplex developments, stating, &#8220;I think the people of Windsor have spoken loudly and clearly that they don&#8217;t want fourplexes as-of-right throughout the entire city.&#8221;</p>

ADUs can be located within the primary structure or as separate accessory buildings, provided the property meets specific zoning requirements. <h3 class="wp-block-heading">Why Windsor Council is so Reluctant Toward Fourplexes</h3>



<p>You might be asking yourself, why are fourplexes such a big deal that the council members of Windsor would risk potentially losing out on millions of government funding AGAIN to ensure they aren&#8217;t included in our bylaws. The council&#8217;s hesitation to permit fourplexes as-of-right is rooted in two main concerns:</p>



<p><strong>Public Consultation</strong>: By allowing fourplexes as-of-right, the usual processes for public input and feedback on new developments would be bypassed, potentially leading to community dissent. If the majority of residents in the city don&#8217;t want fourplexes in Windsor, the council is more likely to agree with the residents to ensure their good standing with the people for re-election regardless if it means losing out on millions of dollars from the federal government.</p>

For comparison, the rate of inflation within the GTA was roughly 41% while the increase rate of developments fees is nearing 1000% which isn&#8217;t evenly remotely close to the rate of inflation.</p>
