Lakeshore Ontario’s New Housing Grant Program Explained

The Municipality of Lakeshore has introduced a new housing incentive program as part of its 2025 Community Improvement Plan. The goal of this program is to increase housing supply, encourage infill development, and make residential construction more financially feasible for both homeowners and developers. For anyone considering building in Lakeshore, this program represents one of the strongest financial opportunities in years. Through a combination of grants, rebates, and forgivable loans, Lakeshore is actively reducing the cost of development and speeding up new housing projects.

What Is the Housing Incentives Program?

The Housing Incentives Program is part of Lakeshore’s broader Community Improvement Plan for Housing, Main Streets, and Rural Economic Development. It applies across the entire municipality and provides financial incentives for new residential development.

The program is designed to:

  • Increase the overall housing supply, particularly missing middle housing
  • Encourage redevelopment and infill in existing neighbourhoods
  • Reduce the cost of planning, permits, and development fees
  • Support accessibility and sustainable building practices

The program is funded in part through the federal Housing Accelerator Fund and administered locally through the Lakeshore Horizons initiative.

Financial Incentives Available

The amount of funding available depends on the type of project and the type of housing being built. Incentives are provided in the form of grants, rebates, or forgivable loans, and can range from approximately $2,500 up to $80,000 per housing unit.

1. Forgivable Loans and Capital Grants

These incentives are intended to support projects that increase housing density and supply.

Missing Middle Housing includes semi-detached homes, duplexes, triplexes, fourplexes, townhouses, and small apartment buildings.

  • Up to $61,000 per new ownership unit
  • Up to $80,000 per new rental unit

Additional Residential Units, such as garden suites and laneway homes also commonly known as ADU’s:

  • Up to $26,000 for ownership units
  • Up to $34,000 for rental units

These loans are forgivable if the project meets the program requirements, which means in many cases the funding does not need to be repaid.

2. Fee Rebates for Higher Density Projects

Lakeshore is also offering rebates that can cover up to 100 percent of certain municipal costs, including:

  • Planning application fees
  • Building permit fees
  • The municipal portion of development charges

For larger projects, these rebates can represent tens of thousands of dollars in savings before construction even begins.

3. Property Tax Rebates for Rental Housing

For new purpose-built rental developments, Lakeshore offers a property tax rebate equal to 100 percent of the municipal portion of the tax increase for up to 10 years. This significantly improves long-term cash flow and makes rental projects far more attractive from an investment standpoint.

4. Accessibility and Sustainability Grant

Projects that include enhanced accessibility features or exceed minimum sustainability standards may qualify for an additional grant of up to $20,000 per project. This encourages the construction of housing that is more inclusive, energy efficient, and future-proof.

Application Timeline

The program runs through a structured intake process.

  • Pre-consultation with the municipality is required before applying
  • Application intake runs from January 19 to March 6, 2026
  • Applications are reviewed after the intake period closes
  • Final decisions are expected in late summer 2026

Approved projects may require legal agreements registered on title and must meet all program conditions to receive funding.

Why This Program Could Be A Huge Opportunity For Investors or Homeowners

The average cost to build a high-quality Additional Residential Unit or ADU in Windsor-Essex is roughly $180,000 to $220,000, depending on size, servicing, and finishes. For simplicity, let’s use $200,000 per unit. Now imagine you own a property in Lakeshore and build two ADUs on your lot. (1 Attached & 1 De-atached)

  • Total construction cost:
    $200,000 × 2 = $400,000

Under Lakeshore’s new program, rental ADUs can qualify for up to $80,000 per unit in forgivable funding.

  • Incentives received:
    $80,000 × 2 = $160,000

That means your real out-of-pocket cost drops from $400,000 to approximately $240,000. If you receive max funding you are effectively receiving a 40 percent government contribution toward your build cost. Now factor in rental income. Two modern ADUs in Lakeshore can realistically rent for $1,600 to $2,400 per unit per month, depending on size and finish.

At $1,800 per unit, that is:

  • $3,600 per month
  • Over $43,000 per year in new rental income

So in practical terms, you could:

  • Spend roughly $240,000 net after incentives
  • Add $40,000+ per year in income
  • Increase your property value by $300,000+

Obviously these are just rough numbers assuming you receive the maximum grant however this clearly shows what a huge opportunity this could be for any real estate owners in Lakeshore ON. This grant money won’t last forever and if you were contemplating adding more units to your property there is probably no better opportunity then this. This is a municipally funded incentive program that exists because of federal housing funding. Programs like this are time-limited, capped, and eventually phased out.
